How to Check Criminal History in Goochland County
Begin with the event you need to confirm. The General District Court Case Information portal covers adult misdemeanor, traffic-criminal, and preliminary felony records. The Online Case Information System, or OCIS, covers Goochland Circuit matters such as indictments, felony trials, sentencing, and district appeals. Neither system replaces a sheriff's report. A searcher who needs the incident narrative or booking sheet must ask the Goochland County Sheriff's Office, while an identity-linked Virginia history comes from State Police.
Use the full legal name and known spelling forms. Record the court, case number, charge, Code section, hearing history, and disposition from each plausible result. A felony may start in General District Court and continue under a new Circuit number, so one match may be only half the file. The county's criminal justice process explanation shows how local charges move through those stages.
The local outline makes clear why an arrest, a preliminary hearing, and a Circuit judgment must be read as separate record events.
- Search Goochland General District Court for the lower-court record and note every case number.
- Search Goochland Circuit through OCIS for an indictment, trial, appeal, or sentencing record.
- Ask GCSO for the incident, arrest, booking, or releasable warrant material that the docket does not contain.
- Use VSP's official process when the task calls for a Virginia criminal-history report tied to the subject's identity.
- Request certified orders or full pleadings from the correct clerk when docket fields are not enough.
Goochland County Record Custodians
Three records that mention the same charge can have different owners and different facts. GCSO keeps the law-enforcement layer, including the incident narrative and arrest material it created. The General District and Circuit clerks keep the court layer, including hearings, pleas, orders, and final outcomes. The Virginia Department of State Police, Criminal Justice Information Services Division, CARE, operates the Central Criminal Records Exchange, or CCRE. That repository organizes reported arrest cycles and dispositions around identity.
The Goochland County Sheriff's Office homepage supplies the local law-enforcement contact.
Use that office for its own reports, not as a substitute for a certified judgment or a VSP history.

Official Virginia Background Checks
The Virginia Criminal History Record Check is the official state route for a personal name-based record review. The public SP-167 process is not an open database. The subject signs and notarizes Section 1, and a different recipient must sign and notarize Section 2. The completed form is mailed to VSP CARE at 7700 Midlothian Turnpike, North Chesterfield, VA 23235. VSP states about 15 business days after receipt and offers no same-day or expedited result.
The standard criminal-history search costs $15. A combined criminal-history and sex-offender search costs $20, and optional remote online notarization adds $25. Fingerprint-based review follows VSP fingerprint guidance; no verified commercial capture site was located in Goochland County. Call GCSO before visiting to ask whether civilian ink-card printing is currently offered. For one's own federal identity history, use the FBI's official electronic request route rather than treating a Virginia result as nationwide.
The VSP record-check methods page sets out the current forms and timing.
Its form choice matters because a court name search, a VSP record, and a fingerprint-linked federal summary answer different questions.

Goochland County OCIS Record Fields
OCIS offers name, case-number, and hearing-date routes. Select Goochland deliberately because the Virginia Judiciary warns that Circuit coverage is not one universal statewide search. A surname can be paired with a first or middle name to narrow common results. A known case number is stronger because it points to the court's own identifier. Hearing-date searches help when the schedule is known but the number is not.
The result list can show court, case number, defendant display, offense date, hearing date, charge, and Code section. Selecting the case number opens available detail such as hearings, plea, status, disposition, costs, fines, and payment data. It does not promise scanned pleadings, and public Internet records exclude J&DR matters. Use the clerk for the actual indictment, order, or docket sheet.
| OCIS field | Type | Required | Use |
|---|---|---|---|
| Search Type | Tab or menu | Yes | Name, Case Number, or Hearing Date |
| Court | Dropdown | Recommended | Select Goochland and the correct court |

Note: A court portal result identifies a case, while SP-167 is the separate identity-linked Virginia history product.
Types of Criminal Records
Record type determines the correct custodian. An incident report describes allegations, witnesses, evidence, and officer action. An arrest or booking record documents legal authority and intake, but it does not prove guilt. A General District file follows misdemeanors and the early felony stage. A Circuit file follows indictment, trial, sentencing, and district appeal. Virginia divides felonies into Classes 1 through 6 and misdemeanors into Classes 1 through 4. The class states an authorized penalty range, not the sentence in a given Goochland County case. Classes 5 and 6 can carry a felony range or, when the law permits, a shorter jail or fine option. Unclassified offenses use the penalty written in their own statute, so read the charge's linked Code section before assuming its level. The VSP repository links reported arrest cycles and outcomes to identity, while the VADOC locator reflects state custody or public supervision. The Goochland Commonwealth's Attorney prosecutes felonies and some misdemeanors after law enforcement investigates them.
That role explains why an officer's initial arrest charge can be amended, reduced, replaced, or discontinued as the court case develops.
- Agency report: request it from GCSO, VSP, or another agency that created it.
- Court case: search the proper Goochland adult court, then ask its clerk for documents.
- Repository history: use the authorized VSP CARE process for the identity-linked state record.
- Warrant: call GCSO and the issuing clerk because Goochland has no public active-warrant list.
- Custody or supervision: use the holding facility for a new arrest and VADOC after state placement.
Federal cases add another layer. The PACER federal records gateway provides federal dockets and available filed documents.
PACER does not contain Goochland sheriff reports, and its federal docket should not be merged with a Virginia court result.
Goochland County Record Buildings
Several justice offices share 2938 River Road West, so the building letter is more useful than the street address alone. Building B holds the Circuit Clerk's Office and record room. Circuit Court sits in Building D. Building G contains the Combined General District and J&DR Court and the Sheriff Operations Center. Sheriff Administration and Investigations occupy Building C. Adult probation is in Building H. A visitor seeking a felony sentencing order should not wait at the same counter used for a lower-court misdemeanor file or a sheriff report.
Circuit Clerk hours are weekdays from 8:30 a.m. to 5 p.m. The Combined Court counter operates from 8 a.m. to 4 p.m., with no payments or filings after 4. Parking is free in unreserved areas beside Building B, with other lots near General District Court. Entry screening is handled by GCSO court security. Call the relevant clerk about recording devices, disability accommodations, and interpreters before a visit because no universal camera or locker rule was published.
The official Court House Green history also places the record offices in their local setting.
The active justice campus stands beside the restored Old Stone Jail, so current counters and historic buildings can be easy to confuse without the campus plan.
What a Goochland County Criminal Record Shows
A repository history is person-centered. It may begin with legal name, aliases, date of birth, descriptive data, state or FBI identifiers, and fingerprint linkage, then group arrest cycles, charges, reported outcomes, sentences, custody, and supervision. A court record is case-centered. OCIS results show the court, case number, defendant display, offense and hearing dates, charge, and linked Virginia Code section. Case detail can add hearings, plea, status, disposition date, fines, costs, and payment status.
A booking file is custody-centered and may show the intake time, arresting agency, booking number, initial charge, warrant or process number, bond, holding place, and release or transfer. Protected details may be redacted. Never combine all three artifacts into one supposed master record. The correct reading names the source and the stage it describes.
- Name and identifiers
- Legal name, aliases, limited personal descriptors, and identity-linking numbers where release is lawful.
- Arrest and booking
- Agency, date, place, process, intake, initial charge, bond, and custody movement.
- Charge and statute
- Charge text and linked Code section, which may change as the case proceeds.
- Disposition and sentence
- The recorded outcome plus confinement, suspended time, fines, restitution, or supervision after conviction.
- Custody or supervision
- Current public VADOC facility or district information when the person falls within its locator.
Missing Goochland County Court Records
A blank search is not proof that no record exists. The name may be spelled another way, the event may not have reached the portal, or the file may sit in the other court. A General District felony row may cover only the preliminary hearing; a separate Circuit number follows indictment. Older paper records can require clerk research. Juvenile and family-linked J&DR records do not appear in the public Internet search, and sealed matters are restricted by law.
When OCIS has a row but no pleading PDF, note the court and case number, then contact the clerk. Ask for the docket sheet, indictment, final order, or sentencing order by name. Goochland Circuit states a $5 minimum, $0.50 per page, and labor-based charges. Mail fulfillment requires a stamped self-addressed envelope, and the clerk says completed requests are not sent by email. Payment access also is not document access. An online balance can show money due without proving present custody.
Note: Search both adult courts before asking the clerk to trace a case that may have moved from preliminary review to felony judgment.
Public Access Laws
The Virginia Freedom of Information Act provides access to public agency records subject to exclusions, but it does not turn every criminal file into an open document. Law-enforcement material can contain active investigative facts, protected victims, confidential sources, medical details, juvenile data, or security information that must be withheld or redacted. Court inspection follows clerk statutes and sealing orders. CCRE dissemination follows its own law, so a request to GCSO cannot force release of the state repository's identity-linked product.
GCSO's Community Policing Act data page gives a local example of required public accountability data.
The county page documents driving-stop collection beginning in 2020 and broader investigatory-stop collection in 2021 without inventing crime totals not supported by the research.
Key Virginia statutes:
Code § 2.2-3704 sets the ordinary public-record request and response framework.
Code § 2.2-3706 governs law-enforcement and criminal-record release limits.
Code § 19.2-389 controls authorized dissemination of CCRE criminal-history data.
Code § 19.2-392.2 provides the petition expungement route under its effective version.
Goochland County FOIA Record Requests
GCSO does not advertise a separate public Records Division portal. Its FOIA process is the formal route for releasable reports. A request may be made in person, by mail, email, fax, or another listed method. It need not use the word “FOIA,” be written, or explain why the record is wanted. A short written request is still useful because it fixes the date range, event, report number, requested format, and cost ceiling.
Virginia gives the office five working days to respond. GCSO may produce the record, cite the legal basis for withholding all or part, report that it cannot locate the record, or invoke seven more working days. Charges cannot exceed actual access, duplication, supply, and search cost. An advance deposit can be required when the estimate exceeds $200. Ask for an estimate and offer inspection or electronic delivery if either can reduce cost.
- Incident report
- The agency narrative about an allegation, response, and investigation.
- Arrest record
- The law-enforcement event documenting custody and the initial charge.
- Disposition
- The court's recorded outcome, such as guilty, dismissed, or not guilty.
- Capias
- Court process directing custody, often after failure to appear or comply.
Describe the exact product: incident report, arrest report, booking sheet, warrant return, CAD or 911 log, body-camera record, or photographs. Include the event date, place, subject name for one's own record, and report number if known. Requests for “everything” increase search cost and the chance of unrelated protected data.
Goochland County has no public active-warrant database. For one's own possible warrant, call GCSO at (804) 556-5349 and check both adult court systems for a capias or warrant event, then confirm with the issuing clerk or counsel. An arrest warrant rests on probable cause; a bench warrant or capias often follows a failure to appear or comply. Search warrants can remain sealed during an active investigation. The absence of an online court hit does not prove that no process exists, and an unsolicited caller demanding payment is not a safe verification channel.
Sealed, Expunged & Restricted
Virginia keeps juvenile J&DR material out of public Internet case search. Juvenile inspection and destruction rules sit in Code §§ 16.1-305 and 16.1-306, with age, time, and offense exceptions. Victim identifiers, confidential-source identities, protected 911 details, active investigative facts, and sealed records also remain outside ordinary access. A missing public result may reflect one of these limits rather than an indexing fault.
Before December 1, 2026, Code § 19.2-392.2 provides petition expungement for specified outcomes, including acquittal, nolle prosequi, or dismissal, along with pardon and mistaken-identity routes. The petition generally goes to the circuit court where the case ended, and fingerprints help VSP identify the correct record. Goochland filings go through the Circuit Clerk in Building B. Ask for current forms, copies, fingerprint steps, service requirements, and hearing practice.
Virginia's sealing framework changes materially on December 1, 2026, with automatic and petition provisions in §§ 19.2-392.5 through 19.2-392.17. Eligibility, limits, and authorized disclosure depend on the then-effective text. Do not assume a dismissal or old conviction disappears on its own. After relief, verify the public court result and order a fresh VSP record once custodians have processed the order.
Goochland County Correctional Records
“Inmate in Goochland” can refer to state custody, not a person booked by GCSO. The county contains the Virginia Correctional Center for Women and other VADOC facilities in the State Farm area. These are state institutions. They are not a standalone Goochland County jail, and their visitation or mail rules do not apply to a new county arrestee held elsewhere. For a recent detention, call GCSO first and ask which local or regional facility received the person. The VADOC Inmate and Supervisee Locator is useful after state placement or for public supervision status. Search by full last name and at least the first three letters of the first name, or by the seven-digit DOC ID. Optional filters include location, race, sex or gender, and age range. VADOC says the locator updates daily but may still contain inaccurate or dated information. The county arrest history resource carries the direct state locator and local-custody fallback.
| VADOC locator field | Type | Required | Use |
|---|---|---|---|
| First Name | Text | Name route | First three letters accepted |
| Last Name | Text | Name route | Enter the full surname |
| DOC ID Number | Seven digits | Alternative route | Search by correctional identifier |
| Location | Dropdown | Optional | Narrow to a facility or supervision location |
| Race, Sex or Gender, Age | Dropdowns | Optional | Refine a name search |
| Disclaimer | Checkbox | Yes | Accept before submitting |
The VADOC facilities directory identifies the correctional institutions around Goochland.
That directory helps distinguish the state women's correctional center from the unknown holding facility used for a particular new arrest.
Adult felony probation is also state-run. VADOC District 9 in Charlottesville serves Goochland, while the Circuit order remains the best source for the sentence itself. The locator can show public supervision status, but it does not replace conditions, violation pleadings, or the judge's order. Parole decisions belong to the Virginia Parole Board, with community supervision handled by VADOC.
Criminal Records by City in Goochland County
Goochland County has no incorporated city or town, so there is no honest city-page directory to build. Goochland Courthouse, Manakin-Sabot, Crozier, Oilville, Maidens, and Sandy Hook are unincorporated communities or postal place names. Short Pump lies chiefly in neighboring Henrico County. None supplies a municipal police department, city records office, or municipal court layer inside Goochland.
Residents use GCSO for county law-enforcement records, Goochland General District and Circuit courts for adult case files, and the official Virginia systems for repository, corrections, and registry information. Treating a postal locality as a city would route readers to an office that does not exist. The absence of city cards is therefore a jurisdiction fact, not a missing part of the directory.
Goochland County Records Across Two Centuries
The Court House Green joins active recordkeeping to local history. The Old Stone Jail dates to about 1825 and was restored in 2016 with exhibits on law enforcement and prison life from the 1820s through the 1950s. The former clerk's office is now a welcome center, while modern clerks, courts, the sheriff, prosecutor, and probation offices still work across the same campus. That mix explains why a historic site and a live records counter can share one destination.
The setting is changing again. A 2026 county procurement describes a planned courthouse of about 75,000 square feet that would consolidate Circuit, General District, and J&DR courts, clerks, security and holding, the Commonwealth's Attorney, adult probation, and court services. County capital material describes a roughly $60 million effort to replace or upgrade the old complex with current security and technology. Readers should recheck addresses, parking, and entry arrangements as the project advances.
Note: Court construction can change where records are handled even when the custodian and legal access rules stay the same.
